Project introduction

Bluestem Solar is a solar and BESS project that RWE Americas is developing in LaPorte County, Indiana.

  • Solar capacity and ISO: 250 MW, PJM  
  • BESS capacity and ISO: 55 MW, PJM 

The project will be located in the northeastern area of LaPorte County, Indiana, within Wills, Kankakee, and Pleasant Townships. The project footprint will utilize less than 1% of all farmland in LaPorte County.

Construction is to begin in late 2026 and is anticipated to take approximately 18-24 months.

Supporting Farmers

Farmers who choose to harvest solar power are following a long tradition of using their land responsibly to produce food, fiber, and fuel. Bluestem will be located on private property, offering participating landowners a reliable source of farm income over the 35- to 40-year life of the project. Farmers who choose to host the clean energy facility have the opportunity to reinvest in their farming operations, save for retirement, and use their increased purchasing power to support local businesses throughout the community. Moreover, soil on the land can rest and rehabilitate during this period, making it more productive for future agriculture.

Supporting LaPorte County

Bluestem Solar will provide millions of dollars in new tax revenue to LaPorte County and local taxing districts. This new source of public funding can reduce the tax burden on residents and/or be used to increase county budget to support essential services, including schools, roads, fire departments, and first responders. 

RWE Americas is active in the LaPorte County community by engaging with local organizations and nonprofits and giving back through a range of community events and opportunities. 

In December 2023, RWE Americas and Bluestem team members participated in the LaPorte Deserving Children’s shopping tour and donated $200 for clothes and Christmas toys, donated $5,000 to the Community Food Pantry of Galena, Hudson, Kankakee & Wills Townships, and became sponsoring member of LEAP, Community Food Pantry of Galena, Hudson, Kankakee, Will Townships, The Pax Center, La Porte High School Athletics, Kankakee River Days Event, La Porte County Fair, Kiwanis Club Fourth of July Parade, Santa Delivers (All Year Round), and many more.

Supporting Local Economies 

Hundreds of jobs will be created during construction, offering opportunities for residents to enter the rapidly expanding clean energy workforce. Local businesses will see an economic boom as demand for lodging, restaurants, supplies, vehicle maintenance, and fuel increases throughout construction. During Bluestem Solar’s operations, 4+ permanent positions will be created to operate the facility.

Why solar matters

Solar energy has become one of the most affordable and abundant sources of electricity available today. Solar farms increase the resilience of Indiana’s electric grid while protecting consumers from the volatility and rising costs of traditional energy sources. Once operational, solar power is an essentially free source of electricity. BESS strengthens the grid by storing excess energy when supply surpasses demand, discharging it during peak times, and providing consistent backup power. This system supports energy resiliency for homes and businesses, ensuring power reliability even in unforeseen circumstances.


Protecting the Environment and Community

Bluestem Solar will be designed to complement existing agricultural land uses, protect the soil, and avoid negative impacts to wildlife. Solar farms produce electricity without generating any pollution, resulting in cleaner air and water when compared to traditional power plants. 

Comprehensive studies are required as part of the planning and permitting process to protect public safety and the environment. Bluestem Solar will be virtually silent outside the fence line, while set-backs and vegetative screening will minimize viewshed impacts. Solar panels are designed to minimize glare and are often installed at major airports across the world.

Bluestem Solar will use silicon-based PV panels, which are made of safe, solid-state, well-tested materials commonly used in building and household products. To maximize solar energy production and use the project land as efficiently as possible, Bluestem Solar will have bifacial solar panels (silicon on both sides of the panel to capture extra sunlight) and the panels will be mounted to a tracking system that follows the sun from east to west during the day. The panels are fully sealed and extremely durable, preventing trace metals from escaping into the surrounding soil. PV solar panels are so safe that millions of families across the U.S. have put solar panels on their homes and literally sleep beneath them. 

The battery energy storage system will be made up of container-style cabinets that hold racks of battery modules. Batteries help stabilize the electric grid, by charging up from the grid during periods of excess electricity production (for example, when the weather is extra sunny) and discharging to the grid during periods of electricity demand (for example, during peak demand). While the solar and BESS components of the Bluestem project are separate, they both help improve performance of the electric grid for LaPorte residents and Hoosiers across the state of Indiana. RWE has been coordinating with Kankakee, Pleasant, and Lincoln fire departments to review the Bluestem Solar Farm Emergency Response Plan and provide training to the fire departments on how to respond in the event of an emergency at the facility.

RWE’s advanced remote operations center will monitor the panels 24/7, 365 days a year, while the onsite operations team will be available to respond in the unlikely event of an emergency.

At the end of Bluestem’s useful life, equipment will be removed, and the land will be returned to its original agricultural use.

RWE will plant a seed mix of native, pollinator-friendly grasses, which will stabilize soil and improve environmental diversity during the project lifetime.
